Triumph Gulf Coast
A Unique Economic Development Resource for Northwest Florida
The Triumph Gulf Coast Fund is a Florida-based economic development initiative overseen by Triumph Gulf Coast, Inc., a nonprofit corporation established by the State of Florida to support long-term economic recovery and diversification in Northwest Florida.
The program was created by the Florida Legislature following the 2010 BP / Deepwater Horizon oil spill settlement. Under the settlement framework, 75% of Florida’s economic damages funds were dedicated to Triumph Gulf Coast — approximately $1.5 billion — to support eligible projects in eight disproportionately affected Northwest Florida Panhandle counties, including Walton County.
Triumph Gulf Coast funding is intended to strengthen regional economic resilience by supporting projects that create sustainable, high-wage jobs, expand workforce and education capacity, and leverage key regional assets such as transportation infrastructure, military installations, research facilities, and industry clusters.
How Triumph Funding Is used
Infrastructure
Triumph Gulf Coast funding may support infrastructure investments that are critical to business attraction and expansion. Eligible projects can include industrial and commercial buildings, transportation access and roadways, rail spurs, utilities, airports, and site readiness improvements. These investments are intended to help communities prepare sites and facilities that support long-term economic growth and private sector investment.
Workforce Enhancement
Workforce enhancement funding supports industry-driven training and education initiatives aligned with employer needs. This may include workforce training programs tied to manufacturing, aviation, and other target industries, as well as education initiatives that strengthen STEM, technical, and skilled-trade pipelines. Partnerships between employers, educators, and workforce providers are central to building a workforce that supports sustainable economic growth.
Tax Rate Reduction
As part of approved projects, Triumph Gulf Coast funding may be structured to provide the equivalent of up to 100 percent abatement of property taxes, including school taxes, for up to ten years. This tool is designed to support long-term business investment by improving project feasibility and encouraging capital investment in eligible communities.
Walton County & the Triumph Gulf Coast Fund
Walton County is one of the eight Northwest Florida Panhandle counties eligible to participate in projects supported by the Triumph Gulf Coast Fund. For Walton County, Triumph funding has served as a strategic resource to support infrastructure readiness, workforce development, and long-term economic diversification.
Projects pursued in Walton County are intended to align with broader economic development objectives, including the creation of family-wage jobs, strengthening industry pipelines, and supporting the infrastructure necessary for business attraction and expansion. When paired with local and state economic development efforts, Triumph Gulf Coast funding can play an important role in advancing projects that contribute to sustained economic growth.

Center for Emerging Professional Technologies in Aviation – City of DeFuniak Springs Municipal Airport
City of DeFuniak SpringsUp to $4.229 million was awarded to support industrial development at the DeFuniak Springs Municipal Airport. The project includes construction of three hangars, an access road, and associated infrastructure to support aviation and aerospace job creators. The investment is expected to support at least 100 Florida Target Industry jobs with wages exceeding the county average.

Public Safety Communications System
Walton County Board of County CommissionersMore than $20 million was awarded to modernize a countywide public safety communications system. While not a direct business incentive, this investment strengthens critical infrastructure that supports workforce safety, emergency response, and the capacity needed to accommodate long-term population and employment growth.

Northwest Florida State CollegeApproximately $2.86 million was awarded to establish a workforce training center focused on industry-driven education programs. The project supports employer-aligned training and strengthens regional workforce pipelines critical to business attraction and expansion.

The Seaside School, Inc.Approximately $9.56 million was awarded to expand access to dual enrollment, workforce education, and career-focused learning opportunities. The project enhances long-term talent development and career readiness in high-demand and emerging fields.

US Highway 331 Water and Sewer Infrastructure Project
Wonderful Walton Economic Development AllianceApproximately $1.74 million was awarded to support water and sewer infrastructure improvements along the US 331 corridor. These improvements enhance site readiness, connectivity, and the corridor’s capacity to support future economic development.
